Comments:
Good for the Secretary of Defense and the Office of Personnel Management. It is about time changes to the DoD ( all other Government Departments should be included ) personal system be made. Working for most private companies employee's must constantly show their skills, knowledge and productivity to their supervisor's to get an increase in salary and sometimes if their work is poor they may be fired. Most likely most work done at Government installations could be completed by a private company's for less cost.
