Subpart H Paragraph 8 Attorney Fees. Fees for consultation shall be paid by the Government. Employees do not seek out Attorneys unless management is forseen as "breaking the law". This is a right that shall not be taken away. Also, this should not be tied to Department's ability to carry out mission. This has nothing to do with Department's ability to carry out mission.
