Labor Managment Relations - Subpart I. Sentence ...Flexible and contemporary enabling a swift response to ever changing national security threats. This is stated through the regulation without definition. This could be intrepreted to mean that the workforce can be moved without consent. This also could be interpreted to mean that the workforce will be forced to work without pay for periods longer than 8 hours. This statement needs to be clearly defined. Also, changes to the pay system seem to be tied to national security threats. This imparts that the DoD workforce will become reactive. Instead, we need management to impart proper planning so that the DoD workforce can proactively work situations.
