I just read over your sheet on Myths and Facts on the proposed NSPS. You were very skillful in writing it. I would say a good team of well-paid attorneys. My question is this. Why would anyone believe what you are selling? You have not kept your word in what we civil servants were promised when we made the commitment to serve our nation. You know work hard, get good appraisals, fulfill your obligation in being passed over for promotion and once you have enough tenure you will be in a protected group for promotion, RIF etc. So that does not meet your idea of how you want business to go now, so what you told us then doses not apply now. So why would I be so stupid to assume that what you tell us now will be the truth. Sorry - been there, done that! Trash it! You know the old saying you don't know what you had until you lose it. Well, the civil servants out there busting their behind for this country have done a awesome job with what you have given us to work with (very little). Do you really think your going to get anyone to really want to come and work for the fed for what you pay and the conditions we work under? Knowing that you promise one thing today and then change the ground rules anytime you feel like it! Ha, in your dreams. Let me rephrase that. Qualified workers. Face it folks, working for the fed is not like working for IBM. We are different breed. We learn to take orders from military who often don't have a clue. Do the work and let them take credit and get promoted while we sit in the same dead end job series. You promise money for work well done. Well why don't we try that with the system in place and see just how much money you come up with - add some training to that - (real school) not just a bunch of slide shows taken out of an AFI. Lets get a formal education for they guy who has made this country strong, who has carried the workload of 3-4 people while our military are deployed. How about doing something for the ones who have been dedicated instead of trying to cut our throat. We are the folks that have the real knowledge and ability on how to made things happen. We may not have just walked out the door, green and wet behind the ears so we may challenge you on some of your ideas, but we get the job done correctly. How many times have I worked late or on a weekend to meet suspense? Too many man-hours to even know. Never ask for payment. Why? Dedication. You can't afford to pay me what I am worth. All I ask for was to be given the things I was promised when I raised my hand and swore on the bible to serve this country. A commitment I made to my country that I thought would honor me by keeping its promise of job security and tenure if I worked hard and did well. I have kept my promise and now you are kicking me and thousands in the teeth. What is that line - By the people - of the people - for the people. Guess it depends on what people sit in power. Well, elections are coming, so if NSPS goes through the thousands of civil servants current or X will unite, you may not listen to our voice now but it will be heard, so start packing your bags.
