The pay for performance system is based on a profit-sharing approach from the business world. However, since the Government does not make a profit, the only way for the system to work is if Congress appropriates sufficient funds. If that does not happen, the only way to pay one person more is to pay another less. The result will be a reluctance to cooperate. "Why should I make you look good if it might cost me some of my pay?" I am concerned that the results will hurt teamwork and return us to the days of "knowledge is power" and "cooperating weakens me." This will not be good for the department of defense.
