Comments:
Most of the details of the NSPS will be in the implementing issuances. Will there be an opportunity to comment on the implementing issuances before they become effective? Most parts of the NSPS are being introduced gradually. But the labor relations section is being implemented all at once. This appears to be an attempt to get the labor unions out of the picture as quickly as possible. In the section of the NSPS dealing with pay, it seems clear that management will have plenty of ways to punish an employee whose rating of record is "unacceptable".
