This new system makes it very easy for people to be fired for little or no reason at all. Pay is set by the immediate chain of command. Employees have little or no appeal rights (unless granted by local management). The result is a feudal system, where the local workers owe primary allegience to the immediate chain of command, not the Department of Defense, not the Warfighter. This is wonderful for top managers who want to make changes at whim. It is not so good for the employees. Frankly the system is de-humanizing. Employees become inventory to be added, subtracted, or shuttled about with no control or imput of their own. The resultant low morale and high turn-over, whether voluntary or involuntary, will benefit no one.
