A victim of sexual harassment in the DoD will probably suffer even more under NSPS than under the current Civil Service system. Resolving complaints of sexual harassment in the DoD takes way too long (unless you give up and drop the case). Part of the reason is that the investigations are biased (conducted by the activity itself and then if pursued further, an investigation by the DoD). Let's face it, the DoD's record of handling these types of complaints is hardly exemplary. If the victim is unsatisfied with the DoD's finding, she/he is then finally able to appeal to the EEOC. This process takes years. During this stressful time, the victim's work performance may understandably suffer. Then, under NSPS, the victim would then likely be subjected to a pay decrease!!! Seems that NSPS would silence most victims of sexual harassment.
