Openness – Page 7556 of the F.R. The proposed rules speak of openness. The organization for which I work is supposed to go under the full NSPS umbrella in July (less than 4 months), and we do not know the job categories, pay bands or level of mobility that will be required of us. Being a step 10 and a productive employee with an excellent boss, I don’t think that I have anything to lose. However, many of my co-workers are quite concerned that they will no longer get any pay raises. These are excellent, dedicated employees who are worried about their livelihood. The dearth of information may be due to the lack of a plan rather than secretiveness, but the unknowns are certainly causing anxiety. If the detailed plan does not yet exist, then we should at least be advised of a delay in implementation.
