Comment: I’m a retired civil servant and after hearing about this initiative of Mr. Rumsfelt and his governmental hit men I’m appalled at this whole plan to disband a pay system that’s worked and worked well for years. And why is this considered to be a concern of national security? What a bunch of bull. People like Mr. Rumsfelt need to have total control over subservient personnel. And this is exactly what’s going on here. Reducing an employee’s right of any management protection from our federal unions, controlling their pay, promotions, firing and hiring as proposed is just wrong. My feeling is if it’s not broke don’t fix it. Leave the current system alone! I was a first level manager for many years within my 38 years of service. And I fully feel there have always been ways to deal with employees that fail to do their duties. The problem lays in the quality of managers that don’t do their jobs in the first place. Therefore are ineffective in controlling managerial problems including promotional and pay raises etc. Now instead of enforcing rules already established, this initiative will change everything giving ultimate power to individuals that cannot do their jobs in the first place. Leaving little or no recourse for union representation. In fact this whole thing is a union busting tactic being installed for managers not willing to do their job. This is not fair for our fellow civil servants. Where in hell does Mr. Rumsfelt get off on creating a dictatorship with our civil service as it’s been known for decades? He ought to look within his own office and fix problems within his own domain. Every time something goes wrong within that domain heads only roll and the lowest end. Example the Abu Ghraib prison situation. No court marshal’s above the pay grade of sergeant. This reform does not affect myself, but it does many government employee’s I know and have known.
