No Funding of Pay for Performance? There does not appear to be any additional funding for pay-for-performance, but rather employees will be stripped of step increases and cost of living allowances (COLA) and may not receive even the equivalent of a COLA. To make pay-for-performance work, there should be some additional funding so that higher performers can be rewarded, over and above a COLA. Taking away from good employees who are not in the top 10 or 20%, for example, is going to create a very unpleasant working environment, and de-moralize all but the top few.
