Conclusion The proposed rule is hard to understand and there are few details. Pay-for-performance rewards should have a mandatory organizational reward component. I do not understand why the cost of paying step increases upfront is hard to estimate, and I do not agree that NSPS will have no significant impact on states and small entities. I am hopeful that NSPS will work to my and the DoD’s advantage. As I am currently a step 10, I hope that I, and others like me who are highly-effective, will be in a pay band that allows for pay growth. The problem is that we are supposed to be going to full NSPS (Spiral 1.1) on 1 July and we have no details as to what our pay bands, our job classifications, required mobility, etc. will be. We are supposed to be fully-immersed in a new personnel system in approximately 100 days, and we have virtually no details.
