I have worked for DOD for 27 years. Most DOD employees I work with are committed to the principles of civil service and are proud to serve their country in the capacities of our positions. I fail to see where this new system enhances our ability to do more for our country, our families, or ourselves when it is presented to us in a form that doesn’t give us enough facts to determine whether we as employees, or only management benefits from its implementation. I feel that Secretary Rumsfeld has overstepped the bounds of his own position in his zeal to exercise complete control of DOD. All comments that I have heard express concern that favoritism and prejudice can become determining factors in an employee’s career. I thought the system we currently have was developed primarily to avoid this very situation. I urge you to postpone such a radical change in the way the DOD relates to its employees until such time as it can reasonably be ascertained that the system you are embracing is indeed the best we can do for our ultimate bosses, the American people.
