After reading the proposed changes, I have come to the conclusion that the system it set up to reward those in the good old boy network. Hardworking employees who have given there all for their country are going to get a knife in their backs. The system is not a fair system as it is but we do have an avenue to make things fairer. I have worked for the government for 20 years. I have traveled with my husband in the army and given up a good paying job to work for less to give to my country. Now Mr. President and Mr. Secretary of defense want to change all the rules that have been place for years. This is supposed to be a fair country. Not! Managers are not always fair now. When they have the to power to do the kinds of things that are proposed in this new system, things are going to be out of control. The system is pitting one employee against another. You may think this is not the way it is going to be, you have not been in touch with employees of late. I have a young lady that works with me that instead of staying with her job after 33 years is choosing to delay her retirement and leave the government early because of the things management is doing now to her and other employees (GS12). Take a look at all of the employees that are leaving the government because of this new system, 12 in my organization in the past two years. I myself will have to stay for a few more years because of my age. Employees are better workers when they feel they are not going to be used and miss treated. Not having a way to defend myself against unfair treatment is just wrong. Why would they result to that action? I have a problem with the deployment part, the amount of time you will have to prepare is where I have the problem. Now the payment part, you have got to see that this will make for a very unhappy and unstable work place. When one employee gets a raise the other one will not, and may even get a decrease. That will only bring more tension between employees. The work load will only be put out to employees that mangers like and play golf with. The others will get the grunt work. I work for an organization that hire only there friends. Here is an example. One manager was hired from Germany, she hired her old boss from Germany, they then created a potion for one other friend and then did a lateral for his girl friend. This kept on until 6 employees from the same circle of friends had been hired with no regards to the employees that were in the organization and applied for jobs that would give them promotions. I really think this is a system that will bring only bad news for the Government system. If Mr. Bush and Mr. Rumsfield would take a look at what they are proposing they would make changes or at least let these changes become affective for new government employees. They can choose to work for the Government or not. Those of us that have given years to our country and our retirement depends on use working until our retirement age. Names are not given because you will loose your job or forced to quit.
