I am concerned about the whole NSPS System. I never heard about NSPS until aproximately one month ago. Why weren't the Federal and Civilian workers informed of this proposal? 1-Authority to Establish a New HR System section. I would like to be assured that the new HR system will not be a repeat of the EEO system which gives the accused no rights. The first one to file wins under the EEO system wins. I strongly urge the NSPS system to keep the current Union Organization intact. 2- Pay and Pay Administration section. I am concerned that this pay plan will promote discontent with in the employees. I don't wish to work in a dog eat dog environment. I feel employees who do not perform their duties should be given warnings/written up and if they do not improve they should be fired.
