Subpart C provides for pay to be set by a Pool Manager. This puts too much power in the hands of one person. Power corrupts and absolute power corrupts absolutely. Management has not used current authority to adequately mange performance. Equal pay should be provided for the same work or level of responsibility. No one should be left behind. This Subpart allows for that possibility, especially with the track record of management. The workforce should not be punished for poor management. This Subpart also opens up the possibility for excess management pressure downward to keep salaries low. The goals of Subpart D are currently available to management now. Management chooses not to exercise the authority that it has. The workforce should not be punished for poor management.
