The proposed NSPS system replaces the current grades and steps with pay banding that is supposedly based on performance. Performance measurement is difficult to define in the DOD mission where everything can change in an instant due to war, terroism or other unknown factors. Although the current system isn't perfect, it will protect integrity of work actions whereas pay banding will not. DOD workers make decisions everyday that will either help (live) or hurt (die) the soldier in the field. If an employee stands up to something that is not honest (such as using questionable material in ammunition), how will the person be protected from pay retaliation under NSPS? The employee, soldiers and the American public all stand to suffer under implementation of this proposed pay system due to fear of employees to do the right thing or suffer retaliation either with no pay increases or to be fired under NSPS.
