I am writing in regard to the Implementation of n.s.p.s regulations I have given considerable thought to appling to the federal service for employeement as a fire fighter but have read bits and pieces of the new regulations I think I would be better of working in a prison as an inmate because I would most certainly have more rights than these employees that are going to have this regulation thrust upon them . This is the most unfair reading that I have ever read about the pay bading is not fair because it would prevent someone from moving up in pay in a natural progression . The only way one could move up is if the bottom end of the pay band was increased the someone might move up This system that I read about as far as workforce shaping is going to be shapped just like a revolving door decause people are going to go in thinking it is a good and honorable thing to work for the federal gov. But just as soon as they get setteld in and figure what is going on with their careers they are going to jump ship back into a more palatable and upward mobile workforce career I do not forsee many qualified people staying in a career in the civil service espeically with no appeal rights It look like to me that the SEC. DEF . and this Administration are determined to destroy the federal service. because that is what is going to happen form within and the very top
