Offical comments: Subpart A - General Provisions 9901.101 Purpose. (b) Re: "guiding principles" I totally agree with "mission first". But, what in the current system is contrary to "mission first"? .... "value talent, performance, leadership, and committment to public service" Notice what's listed last. I totally disagree with "committment" almost being an afterthought. With the abolishment of step increases and RIF protection seniorty preference, I'm surprised it's even mentioned at all. Re: "Agile and Responsive Workforce and Management" Though it needs to be streamlined, the present system does not preclude sizing, shaping and deploying the workforce to meet mission requirements. Just cut the red tape. Or, seriously consider requiring membership in the Reserves a condition of employement for certain positions. This would be another method to weed out the old for the young and insure that the "civilian" company or payroll clerk can use the M-16 to defend himself. Oh, shucks, I forgot, you'd have to compensate him periodically for time in service!! Scratch that idea. Re: "key operational requirements and characteristics" "Credible and Trusted - system assures openess and clarity ... adherance to the public employemnt principles of merit and fitness" There is nothing to be trusted about this sytem. Far too many important facts remain a secret. Too many others who have commented mention a return to the "good ol' boy" system to not believe that where there is smoke there is fire. Myself, I fear an apathetic supervisor more. This implementation is far from credible and will never be trusted.
