It is amazing that at this critical time in our nations history when so much is already being asked of DoD personnel, that the DoD would want to implement a new personnel system that is already having the impact of LOWERING MORALE (just ask around and you’ll hear how even the best of performers are worried about the likely negative impact of this system) and RUINING ESPRIT DE CORPS (since we all most compete amongst each other for the now scarce resource of a raise; why would anybody act in any other way than their own self interest when most of us have a family to feed and bills to pay?). And this is just at the policy comment point of the process, just wait until it is implemented to see those things get much worse. People are already stressed by the proposed changes and this isn’t good for productivity/mission accomplishment. What is the DoD’s aim in causing such fear and uncertainty in the workforce? Seems like you have already made things worse (and again this is only at the policy proposal stage); morale is suffering; people are starting to think of self before the group (again they have a family to feed) and as a result productivity begins to slide. I guess what is left to be seen is if these concerns for morale, esprit de corps, and productivity really matter to those who would implement NSPS as it currently reads? I guess we shall see as DoD and OPM have one last chance to take workers concerns to heart and look at DoD employees as an asset to be cultivated, appreciated, and protected (without good people what would you have?) or keep heading down the road it seems NSPS is leading us to the determent of us all (most importantly our nations well-being). In the end remember loyalty begets loyalty, but it is a two way street. We’re all in this fight together (for our country and way of life); let’s do the right for those who are carrying much of the burden (DoD civilians) by treating them with the respect and consideration they deserve, scrap the currently proposed version of the NSPS before it’s too late.
