Why do I suddenly have the feeling I am on a sinking ship and that best and brightest will abandoning said ship going to other agencies or the private sector thus leaving those without the means (the lack of education or ambition to do so) to remain onboard. Thankfully I, being one of the people with a Masters Degree, PME, and prior private sector and other agency experience (the type of people I thought you would want to attract and keep), will be getting out while the getting is good to go work somewhere I will either have merit protections (other Federal Agency) or where at least I can have some hope of decent financial rewards (A.K.A. the private sector). Good luck in your efforts to recruit the best and brightest especially when they realize what a poor deal they will be getting under the NSPS. If your goal was to get rid of some of your best people, you will have succeeded (and in the end I bet the deadwood will still find a way to stay on board).
