Where are the specifics? How do we reasonably comment on an overarching boilerplate of a proposed policy that gives management almost absolute power do to employees as the please? I hope you plan on giving employees another chance to comment when there are actually some specifics in terms of how this new system is going to work. Finally, since an employees livelihood will now almost entirely be based upon the subjective ratings of his/her immediate supervisor, shouldn’t NSPS also set up a 360 degree feedback performance management system where employee get to rate their supervisors performance in supporting them (the employee) in helping them do their job (which is a supervisors most important job anyway). We should ALL be held accountable to our customers be they internal (including employee and bosses) or external. I hope to see this addressed in the policy (when it is actually written).
