The Requirements Document for National Security Personnel System says that the NSPS must be a credible and trusted sysem to be successful. In addition it says that acceptance and satisfaction with NSPS both by managers and employees will only occur if there is integrity throughout the system. It also says that managers/supervisors who can lead and fairly execute the NSPS will be a big factor to achieving and maintaining system credibility and workforce trust. Yet, NSPS eliminates many essential checks and balances in the current Civil Service system that serve to create and maintain a level of credibility and trust. I understand that a coalition of unions have filed a lawsuit even before implementation of this new system. I do not understand this because there were supposedly various town hall meetings, focus groups, collaboration efforts with employee representatives, and various forms of participation to form the plan. I can only conclude that the proponents and authors of this proposal were not able to communicate well enough to maintain a minimum level of credibility and trust themselves. If the proponents of this plan cannot maintain a minimum level of credibility, trust and communication (without the other side filing a lawsuit), how do they expect the managers and supervisors to lead and fairly execute NSPS? I know the proposal relies on training, but then that can't be relied on as a catchall solution for all problems. There must be a better plan.
