The proposal states that NSPS IS A KEY PILLAR IN THE DEPARTMENT OF DEFENSE'S TRANSFORMATION-A NEW WAY TO MANAGE ITS CIVILIAN WORKFORCE. NSPS IS ESSENTIAL TO THE DEPARTMENT'S EFFORTS TO CREATE AN ENVIRONMENT IN WHICH THE TOTAL FORCE, UNIFORMED PERSONNEL AND CIVILIANS, THINKS AND OPERATES AS ONE COHESIVE UNIT. The proposal further states that the WORKFORCE CAN BE EASILY SIZED, SHAPED, AND DEPLOYED TO MEET CHANGING MISSION REQUIREMENTS. What exactly does this all mean? Does the DoD currently have the authority to deploy civilian DoD employees to war zones? Under the FAQ #32 on the NSPS website, the question is asked if civilians can be defined as DEPLOYABLE ASSETS and ordered anywhere in the world, including war zones. Please clarify the answer. Does the DoD have the authority to deploy me, a civilian DoD employee to a war zone? If so, what is that authority? I'd like to take a good look at it. That would be news to me!!!
