The wording in the NSPS proposal does not be a sign of any anxiety for protection of the employees from capricious and vindictive actions by management, fortification in which history has proven to be needed, and puts no controls over management. Control over management is essential, as the authority with no constraints is open to abuse.There is no good reason for this kind of system, Save taxpayers an unjust burden.to attain an unjust system.... scrap it ....
