Assigning higher priority to "performance" over length of service during RIF is a way of removing personnel closer to retirement. Supervisors can get rid of potential competition merely by giving them lower performance rating. Win for the government for paying less retireees, win for the supervisor ensuring his job. Loss of experienced employee to do the mission, loss of income for the worker when he needs it most. Most importantly... it is wrong.
