This change in personnel management practices is already causing extreme anxiety among DOD career employees. The closer we get to having this shoved down out throats the less secure and more helpless we feel. Many of my peers will not make a comment on this new system because they feel there is no reason to waste the time, because regardless of thier objections this system will be foisted upon us. I sincerely hope that this system is not as bad as it appears on its face -- god help us if it is. Not only will moral suffer, so will retention and quality. The main attraction of government service, stability, appears to be in serious jeopardy. I see the term “sole right, without review” used may times regarding the rights of management and the Secretary. Bad decisions and unintended consequences happen all the time -- one need look no further than the recovering yacht industry of this great nation. Please take the time to do this right and fair.
