The whole thing opens up opportunities for abuse. As far as I can tell managment has all the power and the employees will be lucky to ever see a pay raise again. I just left a position because I was wokring for the worst supervisor I had ever had in 23 years of federal service. I cannot fathom this man being reponsible for my pay raises. This is going to turn the federal service into a nasty cutthroat business. Quit being sheep and do what's right for the work force and not the bottom line.
