While such a system may benefit a minority of the work force, I see a large measure of possibilities for misuse based on possible favortism, or based on supervisor/employee disconnects or personaslity conflicts, wehre the supervisor does not segregate good performance from personal interventions/situations. I see this also possibly causing friction in the workforce among workers who are deserving and are not recognized, and perhaps workers who are not as deserving, ornot deserving at all and are recognized. My suggestion is that if implemented, an employee should never be paid lower than their enter on duty and hired grade, higher pay, yes, but never lower that the grade they held when selected and hired for a position.
