Comments:
DoD should consider paying employees based upon their education level like DoDDS does for it's school teachers. For an example an Engineer Tecnician with a Associates Degree would be the starting point, a Bachelor's degree the next level would be a certain amount of credits towards a Masters, a Masters degree would be the next level, credits towards a PhD the next level and then finally a Phd the highest level. Also could be types of professional credentials. For example an Engineer with his/her professional engineer license should be paid an additional $10,000-$15,000 per year if he/she is required to use their stamp on designs. This is what the private sector is paying for professional engineers to be held personably accountable in their profession. Could also be for Registered Nurses (RN), Certified Professional Accountants (CPA), Board certified doctors etc. See page 5 of attachment for DoDDS slary info.
