The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) are deeply disturbing to me as a Department employee. DoD and OPM should scrap their harmful proposals for NSPS and work collaboratively with employee unions to develop a new system, as Congress directed them to do! After serving our country and supporting our armed forces for 25 years, I am appalled that this proposal seeks to limit my collective bargaining rights and violate the express mandates of Congress in allowing us input before changes are made. Changes to the appeal process and the establishment of a new review board will cost taxpayers a tremendous amount of money. Additionally, this board will be appointed by the Department of Defense without neutral representatives. We, who have served our country so faithfully over the years also deserve the right to a fair hearing of any appeals for adverse actions taken against us by the Department. This proposal is simply a step back into time when employees had little recourse and very few rights, punishing the very workers who have so diligently served others! Please reject this harmful proposal and ensure that the NSPS work collaboratively with employee unions to develop a new system, as Congress directed them to do!
