the way that I understand the proposal when this program is implemented people will be able to carry over there wage to the new program with no loss in pay until 2008. If this is true, most likely, there will be some people that are getting a higher wage then what the new program would rate them to get and there will be some people that will rate higher than what there present pay is. How will balancing peoples ratings within a band be accomplished under these circumstances.
