THE PROPOSAL AS IT STANDS IS DEGRADING TO ALL OF NEW TO FEDERAL SERVICE. IT SAYS THAT ALL FEDERAL CIVILIANS ARE CREATED EQUAL NO MATTER WHAT OUR EXPERIENCE LEVEL. I PERSONALLY HAVE SPENT OVER 20 YEARS AS AN ACTIVE DUTY PILOT AND HQ STAFF OFFICER AND NOW YOU FEEL THAT ALL MY EXPERIENCE IS WORTHLESS AND THAT I SHOULD NOT BE GUARENTEED AN ANNUAL PAY RAISE OF 100.00/MO AND MY SUPERVISOR IN HIS/HER WISDOM WILL BE WILLING TO SPEAKUP AND SAY I DESIRE PAY RAISE. THAT JUST WILL NOT HAPPEN!!!! THEY WILL FEEL THEY ARE TAKING MONEY OUT OF THEIR OWN POCKETS. I FEEL THAT THIS NEW REGULATION IS THE CREATION OF A DICTATORSHIP ON THE PART OF MR. RUMSFIELD. YES, I AGREE THE SYSTEM NEEDS TO BE FIXED BUT PAY BANDING, HIRE/FIRE, AND OTHER MANAGEMENT DEEMED NECESSARY DECISIONS WILL HURT ALL FEDERAL WORKERS IN THE LONG RUN. THIS NEW REGULATION DOES NOT SITE PAY DIFFENTIAL FOR NIGHT WORK, HOLIDAYS WORKED OR SHIFT DIRRENTIALS. AS A RESULT, THIS REGULATION AS PROPOSED COULD COST ME AND OTHER NIGHT/SHIFT WORKERS 10'S OF THOUSANDS OF DOLLARS A YEAR. WILL OUR SENATOR'S AND REPRENTATIVE'S, GOING TO CUT THEIR SALARIES BY 10'S OF THOUSANDS OF DOLLARS A YEAR? SINCERELY, PHILLIP M GAMPPER, GS-12 FLIGHT MANAGER SCOTT AFB, IL P.S. I HAVE MASTERS DEGREE IN MANAGEMENT AND HUMAN RELATIONS. I FEEL THAT I KNOW WHAT I AM TALKING ABOUT.
