1. LOWER YOUR PAY RAISES IN THE FUTURE: This will not be a fair and equal way to reward employees who are doing an excellent job. If an employee is not liked or is having a hard time with their boss, this would be an area where the boss could do their paybacks and decide not to reward. He could still give you all the work he wants, but not any rewards, but, he could reward a favorite employee for doing nothing. 2. END FAIRNESS AND DUE PROCESS THAT DEFINE CIVIL SERVICE: This, again, would not be fair. The boss would have all the rights and decisions and you as the employee would have none. Especially if your job performance was outstanding. It can go against you in the future. If you have a bad performance rating, this could effect your job, especially if there's a RIF. 3. REDUCE YOUR VOICE TO MAKE WORK LIFE A GOOD EXPERIENCE: I have a husband and two children. My children are currently 8 and 6-1/2 years old. I am very dedicated to my work here at the Corps, but I feel that it is not fair that non-uniformed civilian employees would be reassigned (on a temporary or permanent basis) to any location around the globe to address changing mission assignments. What about the family, my husband's job, my children's education? Right now it is great having flexible work hours to accommodate scheduling due to personal needs and/or work related needs. It makes for a better work atmosphere and keeps moral up. 4. MAKE YOUR SERVICE WORTHLESS: I myself have 19-1/2 years here at the Corps. If there is a RIF, and my years of experience, dedicated service, loyalty to the Corps, doesn't count towards anything, only the latest performance rating (which according to number two up above would be based on your boss' decision) well then why be soo dedicated and loyal. My moral would go down hill. What if something happen and that particular rating period you didn't do so well due to illness, objectives made that could not be met, etc. A person who has only 3 years could boot you out of your job. That's totally unfair!
