To Whom It Concerns, I fear this system is a step backwards for all that federal employees have achieved. We need union safeguards like we need the Union to be able to make sure Management does not favore their family or friend when they assign shifts and how they approve leave or we need Vets rights kept in tact. Major issues have been fairness & equality & this may be a set back. I hope our OPM looked at the big affect this has on its employees & not what looks good on paper. Thank you!
