I don't understand why the NSPS system is being ram-rodded through so quickly before all the details properly planned, coordinated with the work force and made public. There are too many issues and questions still pending about pay banding, job security, performance ratings, etc. still unknown and unanswered. Why not work all of this out before inplementation. My comment is that the NSPS may not be a bad idea, but it can't help but be bad for employess and the government the way it's being implemented without proper planning, review and discussion. I recommend that time be allowed for proper planning of the NSPS system with thorough review and considerations from all parties.
