Performance Management - We are living in a much less than perfect world. I have seen a lot of favoritism and prejudice during 30 years of employement, and believe it or not, people of color most of the times end up with the short end of the stick. Instead of working toward justice and equality, they may find themselves thrown back into the 60's with the new system. To ensure fairness and accuracy Defence Department employees should be able to appeal any performance rating to an independent grievance and arbitration process as they can do now. Futhermore the labor managment law that has governed the employees' right to organize and engage in collective barganing has worked well since 1978; there is no compelling reason to take away most of the collective barganing rights or grievance rights. Any dispute board should be jointly selected like the selection of a jury by management and the union. Sincerely RS
