I understand GS-12s and GS-13s will be combined within one pay band. I oppose the inclusion of the GS-13s with the lower grade. I recommend either a single pay band for GS-13s or a pay band for GS-13s and GS-14s. GS-12s are typically skilled technicians still under the management of higher grade personnel. GS-13s are typically either managers/supervisors, have responsibility for a complex work items, are responsible for work within an entire region, and either work without direct supervision or with very little supervision. The gulf between a GS-12 and a GS-13 is too great and the level of GS-13 work will be degraded by combining it in a pay band with a lower grade.
