These regulations are nothing more that a resubmittal of the Nonappropriated Fund personnel regulations being placed against General Schedule employees. I have stated this previously to members of Congress and Senators. We are taking the personnel system back into the dark ages and creating completely political system of rewards, discipline and nepotism. It will change every four years depending on the administration. And allowing SECDEF to have ultimate authority over MSPB just proves the point. We already have this system in place and it does not work now and it will be the biggest nightmare in the future. In 1888, Theodore Roosevelt, created the US Civil Service which evoled into the most professional organization, free of graft and corruption, that you would find anywhere in the world. Now because it is politically correct we destroy this system rather than FIX it and hold those people who broke it accountable. The cost to fix the current system would drastically outweigh the cost of implementing a brand new system that promotes graft, corruption and the spoils system. I am glad I am retiring.
