The government should take baby steps and ease the way into NSPS. Many questions remain unanswered, yet employees have been asked to comment on a high level summary document that does not contain the details of implementation. My proposed implementation plan would incrementally move away from the existing pay system by taking the step increases based on longevity and the existing "award pot of money" and put these funds into the pay for performance pot. Don't include the annual cola adjustments that families rely on to make ends meet when insurance, health care, and property taxes go up every year. Continue to give the annual colas to employees until our employees have confidence that our managers have stepped up to the plate and are managing effectively. Promoting personnel has been based upon an archaic process of giving points based on the utilization of key words. Employees have actually come to interviews with pages of notes. The government panels rate the interviewee based on specific criteria - words used in the interview. Read your notes and you should get the maximum points. Do we truly have the best and the brightest in our management positions? No, not based on the system and how we have promoted personnel in the past. Let's ease our way into NSPS. Over the long term, it should improve our quality of personnel. In the short term, coupled with the "mother" of all BRACs, we will destabilize an aging workforce. Rocking the boat isn't a bad thing unless you tip it over. Don't put too much stress on the workforce or our warfighters will suffer because their support will not be as focused on the mission.
