I suggest implementing the National Security Personnel System for managers first. Since there are fewer managers than workers, this plan could be accelerated. In 18- 24 months the managers could be evaluated on their performance reviews three or four times. The high and low performing managers would be quickly identified and the poor performing managers could then be offered options to retrain, retire, or be fired. This action would eliminate many problems caused by poor management, including hostile work climates, employee apathy, cronyism, etc. There are other advantages to this approach. NSPS has more time to be evaluated. The managers will thoroughly understand the NSPS before it is implemented. Management will have ample time to make inputs to the National Security Personnel System. Managers can fix problems they identify before NSPS is deployed nationwide. Civilian personnel will buy into a system which their management have already proven. Prove the NSPS is a viable system first.
