The history of Department of the Army selecting their managers has always been based on the selectees "Technical Knowledge" not leadership skills. In fact DA does not send emplloyees to supervisory courses until they are in a supervisory position. Now DA and DoD assume that the highly competent technical experts will suddenly become the "ideal" manager simply because we have a new personnel system in place. If the goal of DoD is to attract the best and the brightest the obvious solution is to raise the pay levels to a degree that makes DoD competitive with private industry rather than revamp the entire system.
