After receiving an annual evaluation from the supervisor I presently have, it really hits home that if any system as the one being proposed is put in place there really needs to be some kind of safeguard for those in the supervisors position that abuses their position. If any supervisor gives to those they favor and there is no way an employee could protest the decision, then the system will have major flaws. It is already happening this way and we as employees have to put up with others being awarded that may or may not be deserving. However, now you do get a little something with an automatic step increase. And, this isn't much either after you have gotten the first few and the time you have to wait goes up a year. Please consider what you are proposing and the fact that you would be giving so much authority to those in the supervisor position. Any of these not fully trained or that play favorites will make this a very unjustified payroll system. And, many feel comments to this won't matter that you will do just as you want regardless of the mass opposition.
