I just returned from the NSPS briefing. This all sounds too vague and doesn't sound like good hard work won't account for much; a matter of experience and knowledge is "out the door" and replaced with a "good old boy" mentality of treating employees. Will put additional stress on employer/employee and supervisor relationships. No clear-cut plan of how employees can apply for other positions or how employers will hire. What is the basis? A very strained and difficult working environment will come out of this and no one will win.
