I totally disagree with this concept. If I were looking for employment for the first time, I certainly would not choose to work for a company that could deploy me to a war zone to work without my concent. All the other negatives aside, if I wanted to fight in a war I would have joined the military. If Mr. Rumsfeld thinks that the war can't be won as long as there are civil servants, then he should also step down since he is also a civil servant. The average civil servant has worked hard and gives an honest days work for an honest days pay. If the government doesn't mind paying more to achieve less then contracting with a private company is the way to go. The idea that your salary should be linked to your performance appraisal is absurd. While many supervisors would be fair there are plenty who would be vindictive. In those cases the employee would have no recourse since the avenue of appeal would be taken away. I could continue to give my thoughts and concerns on all of the topics concerning NSPS but are you really going to listen to anything any of us civil servants have to say? Don't you already have your minds made up? If this concept is passed and implemented you will be destroying a vital part of America's economic structure. Many of our employees can't or won't have the opportunity to comment since they are employed in a shop environment and don't have access to a computer. If my comments make a difference (and I hope they will), please don't implement this system.
