Comments:
I do not feel that this new program is going to improve our present workforce. I do see the chance for good and loyal employee to be abused by the system. I have been in Federal Employment for 22-1/2 years and I know that favortism already exist, but with this new system, it is going to be even worse. I worked in an office once where my job could not be upgraded, because the supervisor's favorite employee would not allow him to do that. As soon as I left the job for a promotion somewhere's else, the job was upgraded and she got the position. I am not for the new system.
