Comments:
I understand the need to LEAN out the government system in order to make it more competitive and to rework the system, but this is a disaster waiting to happen. I worked at China Lake Naval Air Station when it was a pilot or demonstration program when this was first being implemented and it was a disaster. The "GOOD OLE BOY" system took over and caused more problems than you can imagine. I could only find 1 good comment about the whole program and that was the pay banding where you didn't bottom out as fast but I saw supervisors having more people in their office sucking up to them than actually performing work. The old saying "If it ain't broke than don't fix it" certainly applies to this situation.
