I have always thought that higher pay should go to those that work the hardest but after working for the DOD for 16 years I now know that will never happen. During appraisals the highest appraisals and bonuses go to those who have played golf with their boss or have been a close friend of their boss not to the people who are doing the better job. I can see this happening with the NSPS program. The raises will go to the friends of the bosses. I know the bosses must get the approval of a review board to give the raises but the people on the review board will be the same people who placed the boss in his position because they were all friends. Until NSPS can come up with a program that will not allow for the good old boy pay system then it can not be a fair pay program.
