After reading the vague diatribe, this system will perpetuate the personality based system now in place. The most qualified people will not be hired, promoted or receive the best annual incentive awards. Today ,well qualified employees(GS-13 and 14) are passed over for promotions because of the" revolving door effect"; Military officers are retiring and filling these positions, or those that have more face time with the SES boss are annointed and appointed. Lastly,there is no equality among agencies; one agency will establish a lean organizational structure with limited high grades while those policy maker HQ types have no limits. The disparity between duties and pay grades within these agencies is criminal The implementation of the NSPS should be delayed until more specificity can be provided in all areas that affect current employees, especially those within five years of retirement
