As a federal employee of the Department of Defense, I am extremely concerned that congress has had the wool pulled over its eyes again. Allowing the Secretary of Defense to be empowered as a personnel director is absurd. NSPS creates a “personnel” system that actually affords no recourse for the employee in cases of unfair treatment except through a NSPS Labor Relations Board appointed by the Secretary of Defense. Now that is a fox in the hen house if there has ever been one.
